Ten Percent in efficiency gains, along with ten percent in smart budget cuts,

without compromising essential services to our citizens.

Not difficult to understand, just difficult to do.

Step 1: Departmental Budget Assessment

All department heads will submit detailed reports to Congress outlining strategies to reduce their budgets by ten percent. These budget adjustments should be based on a balanced consideration of actual tax revenues received and the needs of our citizens. This assessment will ensure that every department is actively engaged in finding ways to minimize spending without compromising on essential services and support for the public.

Step 2: Streamline Spending and Reduce Waste

To further optimize the budget, we will identify areas where spending can be streamlined and made more efficient, aiming to save an additional ten percent. This process involves proposing methods for reducing waste, such as enhancing oversight and implementing data-driven decision-making. By adopting these measures, we will ensure that resources are allocated effectively and efficiently to those in need, ultimately maximizing the impact of every dollar spent.

Step 3: Reevaluate Spending Priorities and Encourage Collaboration

By reevaluating our spending priorities, we can better align our budget with the needs of the American people. This process involves fostering collaboration among departments and stakeholders to identify innovative solutions and prioritize areas that have the most significant impact on our citizens' well-being. Encouraging open communication and creative problem-solving will ensure that we make well-informed decisions as we move toward a balanced budget.

Step 4: Implementation and Commitment

Moving forward, Congress must take action and implement the necessary measures to balance the federal budget without compromising on the social welfare of its citizens. The steps outlined above represent the first phase in achieving this goal through collaboration and a steadfast commitment to the well-being of all citizens. By working together and staying focused on our objectives, we can create a fiscally responsible and socially conscious path forward for our nation.

 Pay Down the Deficit 

Step 1:  Smart Cuts to Discretionary Spending

  1. Implement an immediate freeze on non-essential government spending.

  2. Each Agency to Identify and recommend elimination of redundant programs.

  3. Reduce administrative costs by streamlining government bureaucracy.

Step 2: Reform Entitlement Programs

  1. Gradually transition to a more sustainable funding model for entitlement programs, ensuring long-term viability while minimizing impact on current beneficiaries.

  2. Implement means testing for social programs to ensure benefits are targeted towards those most in need.

  3. Encourage private alternatives to government-provided services where possible.

  4. Tax credits for wealthy individuals who will not qualify for Social Security payments equal to what benefits they would have received.  

Step 3: Encourage Fiscal Responsibility

  1. Pass a Balanced Budget Amendment to the Constitution, requiring a balanced federal budget each year.

  2. Undertake military spending accountablity and reporting to congress.

  3. Establish a non-partisan fiscal commission to monitor spending and make recommendations for deficit reduction.

  4. Implement a "pay-as-you-go" rule, mandating that new spending proposals be offset with spending cuts or revenue increases.

Step 4: Monitor and Evaluate Progress

  1. Monitor the impact of austerity measures on vulnerable populations, adjusting policies as needed to ensure that critical support is maintained.

  2. Prioritize funding for essential safety net programs, such as unemployment benefits, food assistance, and Medicaid.

  3. Regularly evaluate the effectiveness of safety net programs, ensuring that they are reaching those in need and providing adequate support.
